Building regulations
The building regulations provide local regulations and guidelines to guide land use and construction in order to promote planned and appropriate construction, to take into account cultural and natural values and to achieve and maintain a good, healthy and comfortable living environment in the City of Rauma.
Excavation work on private property
For excavations on private property, there is a guideline issued by the Finnish Heritage Agency. The old cultural layers of cities with their architectural remains and artefacts are immovable antiquities, which are protected by the Antiquities Act without the need for a special decision.
You may not disturb a relic without a permit issued under the law, for example by digging, covering, damaging or removing it, even if the relic is on your own land. Any movable antiquities found on the ground that are more than 100 years old must also be submitted to the Finnish Heritage Agency or the Rauma Museum.
Before starting excavation work, the need for an archaeological survey must be confirmed with the Finnish Heritage Agency:

Construction and other property management work often requires closing down part of the street or even cutting off traffic for a while. In these situations, you should apply for a permit for a temporary area rental from the City of Rauma’s e-service.
