Administrative Court Decision on the Old Rauma Zoning Plan Expected in November

The Old Rauma zoning plan and related issues are currently under appeal in the Regional Administrative Court. The Court has announced a new estimated processing time, stating that it aims to issue a decision on the Old Rauma zoning plan by the end of November 2026.
The Rauma City Council approved the new zoning plan for Old Rauma on May 31, 2025. A total of nine appeals were filed with the Turku Regional Administrative Court during the appeal period. The appeals question, among other things, the plan preparation process and certain protection provisions.
The Court requested a statement from the City of Rauma in response to the claims made in the appeals. The Rauma City Board addressed the statement on 18 August 2025, concluding that the appeals should be dismissed as unfounded. The statement confirmed that the town plan amendment has been prepared properly and in accordance with the law.
The Old Rauma town plan ensures the adequate protection of a site of both national and international importance — the UNESCO World Heritage Site of Old Rauma.
“The City is following the administrative court process and awaiting the decision calmly. The preparation of the town plan amendment has strictly observed the requirements of the Land Use and Building Act as well as the guidance provided by the Finnish Heritage Agency and other experts. Our goal has been to ensure that the World Heritage values of Old Rauma are preserved and that the area’s residents and entrepreneurs have clear and sustainable conditions,” says Juha Eskolin, Director of Urban Planning for the City of Rauma.
“We understand that the length of the process raises questions. The City is committed to providing up-to-date information on the progress of the case as soon as further details are available from the Administrative Court,” Eskolin continues.
