The City of Rauma Is Participating in the Nationwide LVV26 Emergency Preparedness Exercise

The City of Rauma is participating in the LVV26 emergency preparedness exercise organized by the Finnish Supervisory Agency. More than 10,000 people from nearly 500 different organizations—including municipalities, ministries, wellbeing services counties, rescue and safety authorities, and non-profit organizations—are taking part in the exercise.
The exercise began with preparations and background training back in the spring and will culminate in the main exercise phase, which will take place from September 29 to October 1.
The theme of the exercise is civil defense. The aim is to strengthen society’s ability to function during disruptions and in states of emergency, as well as to develop cooperation among authorities.
The preparedness exercise is based on a fictional international scenario in which the security situation deteriorates, the functioning of critical infrastructure is disrupted, and the threat of military force increases significantly. As the exercise progresses, participating organizations will practice relocating the population within the country as required by the evolving situation.
The City of Rauma’s objective in the exercise is to strengthen the city’s and other actors’ readiness to cooperate in serious disruptions and states of emergency. Particular attention is paid to the arrangements for evacuations and population relocations, as well as to leadership and communication during states of emergency.
“The city’s exercise focuses on leadership and cooperation with the wellbeing services county and other agencies during states of emergency. However, the city’s thorough preparations beginning in March can be considered an even more valuable outcome than the exercise days themselves. After the exercise, the city’s emergency plan will be updated to incorporate these new lessons learned,” says Tanja Ufer, Security Director.
