Wellbeing Data Guides Development Work
Municipalities must monitor the living conditions, wellbeing, and health of their residents, as well as the factors affecting them, by region and population group (Act on the Organization of Social and Health Care, 612/202, Section 6).
Managing wellbeing data in the promotion of health and wellbeing primarily involves identifying gaps among residents of different ages and life situations. Information on residents’ wellbeing is collected in various ways, and based on this data, we develop activities and services to meet wellbeing needs and respond to emerging trends.
Well-Being Report and Indicators Guide Decision-Making
Wellbeing indicators are monitored in real time through the wellbeing report. The council receives annual reports on the development of wellbeing and health promotion, and once per council term, it approves a comprehensive wellbeing report and wellbeing program. The council also receives yearly updates on progress in promoting the wellbeing and health of municipal residents. In addition, Rauma’s city strategy takes wellbeing-related issues into account.
The national Sotkanet system includes approximately 2,000 different indicators describing wellbeing.

The wellbeing report provides information on the population’s health, education, employment, housing, and environmental impacts. The report is prepared once during each council term.
The HYTE Coefficient Encourages Municipalities to Promote Wellbeing
The additional state subsidy for promoting wellbeing and health, known as the HYTE coefficient, is an incentive that links part of the state funding received by municipalities to their efforts in promoting wellbeing and health. The aim is to ensure that municipalities continue to actively support the wellbeing and health of their residents even after the social and health care reform.
In Rauma, the state subsidy based on the HYTE coefficient was approximately 755,300 euros in 2025.
