Surveys and inspections by the authorities

The building control permit decision provides for inspections, which are ordered by the construction project manager according to the progress of the construction site. Requests for inspections are made directly to the building control inspector or the technical expert. The inspection checks whether the measures, inspections and surveys during the construction phase have been carried out and whether the corrective measures have been taken. If necessary, other official inspections may also be organised.

The construction plans must be submitted to the site and to the building control authority before the start of the construction phase, if required by the building permit decision.

Marking the place

Before construction begins, the municipal authority must mark the location and elevation of the building in accordance with the approved drawings.

Measurement services can be ordered from the City Service Point Pyyrman, tel. 02 834 5000. When applying for a permit electronically, the marking of the building and the site survey are ordered from the service. The order must be accompanied by an image of the site plan.

Plinth height

The permit drawings define the height of the building as the height of the plinth. Terrain and environmental conditions will affect the height of the building. The final elevation will be confirmed at the site survey, where minor changes to the height of the drawings may be made.

The approved height will be recorded in the inspection report. If the neighbour is affected, the neighbour’s consent is required. In the absence of consent or for significant changes, a permit must be obtained.

Ground survey

The ground survey is carried out when the excavation has reached the planned foundation level and the bearing ground is visible. The excavation level is determined based on the ground investigation and the foundation plan. It is usually natural to carry out the ground survey and the determination of the plinth height at the same time

Site survey

Once the foundation work or equivalent construction phase of a building has been completed, construction may not proceed until a survey has confirmed the location and elevation of the building.

Surveying services can be ordered from the City of Pyyrman, tel. 02 834 5000. When applying for a permit electronically, the site survey is ordered from the Service Desk. When ordering, an image of the site plan must be attached to the service.

Construction survey

A building survey is often carried out in two or more stages. The foundations are inspected once the structures have been boarded and reinforced. The load-bearing structures are inspected after the related water, damp, sound and thermal insulation and fire safety works have been carried out. Load-bearing structures must not be permanently covered before the structural inspection.

Inspections of heating, plumbing and ventilation equipment

Inspections of heating, plumbing and ventilation installations are carried out after the heating, plumbing, ventilation and flue systems have been installed, measured and adjusted.

Commissioning and final inspections

No building or part of a building may be put into use until it has been approved at the final inspection.

The final inspection is divided into two phases: the partial final inspection, i.e. the commissioning inspection, and the final inspection.

The commissioning inspection ensures that the building is fit for use in a safe and healthy manner. Fire, electrical, plumbing, drainage and ventilation checks must be carried out before this inspection.

The final inspection requires that the construction work has been completed, the building is ready for use in all respects and the inspections required by the authorities have been carried out. If the building is subject to an O&M manual, this must be ready and available to the owner at the time of the final inspection.

The final inspection ensures that the contractor has fulfilled his duty of care and that this can be documented.
