Preventive Substance Abuse Work

Preventive substance abuse work refers to activities aimed at preventing and reducing substance abuse, as well as the health, social, and societal harms it causes. The goal is to reduce the demand for, availability of, and supply of substances.

This work focuses on factors that lead to various forms of addiction, such as the misuse of alcohol, drugs, and medications. It also includes the prevention and cessation of tobacco, snuff, and other intoxicating substances. Gambling addiction and other behavioral addictions are also within the scope of this work.

Municipal and Welfare Region Cooperation

Promoting well-being is a fundamental responsibility of the municipality. Preventive substance abuse work is one way to support the well-being of Rauma residents. This work is the responsibility of both municipalities and welfare regions. The city’s role in preventive substance abuse work is to provide all residents with up-to-date information on the harmful effects of substances.

Toivo Project

The City of Rauma is participating in the Toivo Project, which aims to develop substance abuse prevention work. In addition to the city, the project—co-funded by the European Social Fund (ESF+)—includes the Valo-Valmennusyhdistys Association and the Rauma Region Street Mission. The project will run until the end of July 2027.

The project seeks to enhance multidisciplinary network cooperation among professionals working with the target group and to strengthen the structures for preventive substance abuse work in the region. It also aims to incorporate the expertise of people with lived experience and the voices of the target group into cooperation structures, helping to break down negative perceptions of substance users and individuals with criminal backgrounds.

The City of Rauma’s participation in the implementation ensures that the cooperation models developed during the project will become established after its completion.
