On 30 October 2026, the Turku Administrative Court issued its decision on the appeals concerning the detailed plan for Old Rauma. All appeals processed were dismissed, and the decision made by the Rauma City Council on 31 March 2025 remains in force.

According to the court, the planning procedure for the amendment of the detailed plan was organised in compliance with the Land Use and Building Act. Based on the studies and reports prepared, it was possible to determine that the statutory content requirements of the plan were met as referred to in the appeals. The protection provisions concerning the interiors and fixed furnishings of Old Rauma’s buildings are part of preserving the built environment and a prerequisite for maintaining the site’s World Heritage values.

The decision states that the protection provisions of the detailed plan are justified measures to safeguard Old Rauma’s World Heritage values. It notes that Old Rauma possesses internationally significant cultural and historical values and is also of national importance. The plan supports the preservation of this valuable built heritage and strengthens the vitality of the area in the long term.

“The decision by the Administrative Court provides clarity and creates a solid basis for continuing the development of Old Rauma. Old Rauma is a globally unique area and a resource that we should cherish and further develop together and in good cooperation,” says Mayor of Rauma Esko Poikela.
