NCC Suomi Oy is proposed as a partner for the Rauma ice arena project

The procurement phase for the Rauma ice arena renovation and expansion project has concluded. The bidders were Hartela Oy, with Arco Architecture Oy and Sweco Finland Py as subcontractors, and NCC Suomi Oy, with UKI Arkkitehdit and Ramboll Finland Oy as subcontractors. Based on the final bids, NCC Suomi Oy is proposed as the partner. The Rauma City Board will consider the selection at its meeting on Monday, June 1, 2026.
During the procurement phase, extensive dialogue and numerous negotiations were held with both bidders to eliminate project risks and ensure the project’s objectives are met. NCC Suomi Oy’s bid price was €17,897,048 and Hartela Oy’s was €20,843,431. Hartela’s bid exceeded the €20 million cost target for the ice rink project and had to be rejected. NCC Finland’s bid was in line with the request for proposals.
– Based on this information, NCC Finland’s bid enables the project to meet both its strict cost target and its functionality and quality objectives. In the next phase, the plans drawn up during the procurement phase will be further refined, but the work done so far provides a good foundation for the development work, says Olli-Pekka Kumpula, Director of Facility Services.
The development phase is set to begin on schedule in August 2026. This will allow construction to begin in the spring of 2027.

The final phase of a major investment project
The ice arena expansion and renovation project is part of the City of Rauma’s major investment package—competitively tendered in the 2020s and largely already implemented—totaling over 200 million euros and targeting its directly owned building stock, and it is the last major project to be launched in the near future.
Notable projects from the 2020s include the already completed Kari Campus, the Uotilanrinne Multipurpose Center, the new fire station, the Kaunisjärvi Wellness Center, and the renovation and new construction of the Town Hall. In addition, currently under construction are the Nanunkallio school, daycare center, and production kitchen, as well as the Papinpelto youth center and youth workshop.
