The City of Rauma has been awarded the 2026 Good Procurement Award

The City of Rauma has been awarded the 2026 Good Procurement Award. The award was presented by The Association of Finnish Architects’ Offices (ATL) in recognition of the city’s exemplary work in the “Rauma City Center Vision 2050” procurement project.
The Good Procurement Award aims to highlight public procurement units and projects in which the procurement process has, in an exceptional way, supported the quality of the final result, fair competition, and an appreciation of architecture and design.
– Good procurement is the best guarantee that Finland will have a high-quality, well-thought-out, and sustainable built environment. When a client dares to invest in the quality of the procurement process and dialogue with the market, it pays for itself many times over in the quality of the final result and throughout the project’s lifecycle. The Rauma model sets the direction for the entire Finnish public sector’s procurement culture, says Kalle Euro, Executive Director of ATL ry, in the award citation.
The award was presented on September 3 at the ATL Meet – Architects and Leadership conference held in Oulu. Accepting the award on behalf of the city were architect Leena Joki-Korpela and Procurement Manager Vesa Tomminen.
– We are delighted to receive this award. The procurement method used for Rauma’s City Center Vision 2050—the competitive negotiation procedure—has been applied in previous large-scale facility services projects in collaboration with both the procurement department and the users of each facility. This approach has proven suitable for both construction contracts and design assignments and has produced excellent results from the perspectives of both the client and the users. Working with the team of consultants selected for the vision project has been fruitful and inspiring. Thanks to their efforts, Rauma and its residents are set to gain an excellent, far-reaching vision for the future, says Leena Joki-Korpela.
– I am particularly pleased that this recognition also extends to the procurement process itself. The competitive negotiation procedure requires more preparation and time than usual. The project’s success was based on excellent cross-departmental collaboration within the city, but equally on the bidders’ strong commitment and willingness to engage in constructive dialogue throughout the entire process, says Vesa Tomminen.
“City Center Vision 2050” is a strategic vision for the future of Rauma’s city center and surrounding areas. The vision is based on the pillars defined in Rauma’s city strategy and supports Rauma’s brand-building efforts and the shaping of its future. To implement the vision, the management team of Arkkitehdit Tommila Oy was selected as the consultant through a two-stage competitive bidding process held in the spring of 2025. The team also includes Nomaji Landscape Architects Oy, interaction specialist Urban Practice Oy, and transportation planner Seppo Karppinen. The materials will be published this fall.
