At the beginning of 2025, employment services became the responsibility of municipalities. In Southern Satakunta, Rauma serves as the coordinating municipality, overseeing employment services across the region. Although the reform has been significant, results show that employment in Southern Satakunta is developing positively.

– We are truly proud of our staff’s work. The transition of employment services has been a major change, and we’ve managed it with professionalism and teamwork, says Service Manager Teemu Niemelä.

The Development and Administrative Services Centre (KEHA Centre) published a national analysis of employment service organization for January–June. In Southern Satakunta municipalities—Rauma, Eura, Eurajoki, Huittinen, and Säkylä—the number of jobseekers and unemployed jobseekers is growing significantly slower than the national average, and the unemployment rate is among the lowest in Finland.

Additionally, the timeliness of service plans ranks second nationally, and customer satisfaction is the highest in the country.

– The results show that personalized service and local knowledge work. When a jobseeker is met at the right time, the likelihood of employment increases significantly, says Service Manager Jyri Ranne.

Rising Costs of Unemployment Benefits Pose Challenges

The costs of unemployment benefits co-financed by municipalities—often referred to as penalty payments—have increased by 70 % over the year, especially among jobseekers who have been unemployed for over 700 days. Service pathways and collaboration with various stakeholders for these clients are currently being strengthened.

Southern Satakunta continues its determined efforts to improve the match between jobseekers and employers. The goal is more impactful services, greater success stories, and smoother everyday life for both jobseekers and businesses.
