The reform of Rauma’s building regulations is moving to the proposal stage. The reform is based on the new Building Act and the need to update the current regulations from 2009 to better reflect present-day needs and local conditions.
The proposed building regulations will be available for public review from 11 June to 14 August 2026. During this period, residents and other stakeholders can explore the material, submit their views, and file written objections before final decisions are made.
The aim of the reform is to streamline construction processes and clarify practices across different parts of the city. A key change concerns permitting procedures. In the future, some smaller projects could proceed without a separate permit. According to the guidelines presented during the draft phase, permits may not be required in certain situations, such as building a fence or a pier, making facade changes, or installing an air-source heat pump.
As permitting requirements become lighter, the builder’s own responsibility will be emphasized. Construction must still comply with zoning regulations, possible building guidelines, and other legislation, even if a specific measure does not require a permit.
However, the easing of requirements will not apply to all sites. For example, in culturally or historically valuable and protected areas, construction will continue to be more strictly regulated, and measures may still require permits or case-by-case consideration.
