Rauma City Board outlines the contents and objectives of the economic programme

On Monday 19 February, the Rauma City Board will receive for approval a project plan for the implementation of the city’s economic programme. Alongside the economic rebalancing, the focus will be shifted to development and renewal, as well as to modernising and improving the efficiency of service processes.

Target of 10 million euros and operational development

The measures in the economic programme aim to have an impact of €10 million by 2027. Alongside increasing revenue, reducing expenditure and changing production methods, the focus of the city organisation’s activities will be shifted to development and renewal. Effective organisation and service delivery require modern and up-to-date service processes and agility in responding to changes in the operating environment.

Three areas of review

The economic programme examines the revenue base, service delivery and organisation models, and the property and service network. The main elements of the revenue base review are the tax base, corporate revenues and rates and charges. The analysis of service delivery and organisation models considers which services are justifiably provided in-house and which could be outsourced. Economic impacts can also be found through partnerships and regional cooperation. The impact of reform on the human resources mix will also be examined.

The property and service network can be examined to open up the current property portfolio and critically consider what is worth keeping in the city’s ownership, what should be demolished or sold. Alongside the service network, different investment and financing models can also be used to find solutions that balance the economy.

The issues to be considered will progress from the preparation of the departments to the work of the steering group. Once the steering group is satisfied that the measures are sufficiently effective, they are returned to the departments for decision making and are submitted to the committees, the city council or the city council, depending on which body has jurisdiction.

The preparation of the City of Rauma’s economic programme started at the beginning of February. It consists of measures and reforms to overhaul operations and structures and adjust finances with the aim of sustainable and investment-friendly finances in the long term. The measures and reforms will be phased into preparation and decision-making. The City Council already decided last November to draw up a budget programme and committed to bring it to the decision-making process during 2024.
