Permission according to the Off-Road Traffic Act

Driving motor vehicles off-road always requires the landowner’s permission; it is not allowed under the everyman’s right to roam.

For recurring or permanent competitions or practices with motor vehicles off-road, a permit is required from the municipality’s environmental protection authority. A permit must also be obtained for individual events if significant harm to nature, the environment, residential areas, public recreational use, fishing, or other public or private interests is anticipated.

No permit is required if the activity takes place within an area designated for this purpose in a zoning plan or an area where an environmental permit has been granted for the activity.

The permit application must include a map of the activity area, written consent from the landowner, and a description of safety considerations and measures for repairing and cleaning up any damage to the terrain.

Permit applications are submitted through the Lupapiste service.
